I recently read a very clever quote that succinctly conveys the sentiment that if you polled or surveyed the general population about how to solve a problem without giving them explicit choices, their response will be based on their rather narrow life's context, and not result in innovation or progress. Shall we say the general population have blinders on, and we sometimes need innovators or experts to present us with new possibilities they the populace didn't know existed and couldn't even imagine. Or maybe the quote was just pointing out the limited usefulness of a poorly-constructed survey.

The quote was something like "If we had relied on people in the 18th century to determine how we should improve ground transportation, we'd still be driving horses."

Or something like that...
